Yes, there is,
Rename the folder of Bob to something else. Then re-create the user bob, and login with his account once. Then logon as the Administrator again, and copy the complete contents of Bob's old folder into Bob's new folder, overwriting every file found. No login as Bob again and most of the things will be fixed.
Not everything though; some secure thing might not intantly work, since Windows is a bit picky about those things. Most of it will tho . . .
This is the quick way to solve it, but it's a very complecated process to really fix this.
