Dave is an unknown quantity at this point
As already suggested try to enable the DMA first and see if it stays on after a reboot.

Also make sure your not in DOS compatibility mode and using the disk cache.
Control panel\system\performance.
It should state 32bit file system and optimal performance.

Then click the button "File System" and under the hard drive and CD-Rom tabs the cache size should be slid up all the way to the right.
