This should Probably be in hardware trouble, but here are a couple of Ideas...
Are you saying that when you try and copy a file from a CD in the Samsung, that it uses all resorces ?
If so, how are the drives attached, I mean, on IDE1 you should have your Hard drive on the primary and the Samsung on the secondary
On IDE2 you should have your burner on the primary
you may also try to enable OR diable DMA on the drive that is giving you trouble
