jtk: (To my limited knowledge) this isn't possible. I guess you are aiming for a dos-based bootfloppy. One possible way to think about is to start with the "rescue-floppies" that can be made with Partition Magic. A modification of their content might end with something good.
Then one also might wonder why making such a floppy. It might be easier to squeeze everything you want into a CD instead. Or you might find it pretty unnecessary as formatting a partition to NTFS is well done within the winnt/2k/xp setup.
