If he is running windows 98 and has kept it updated, ie. DX8 or 8.1 then I suspect he may have a problem since Voodoo no longer exist's and optomized official drivers haven't been built in years, the drivers he is using probably aren't suitable. Try looking at hxxp://www.voodoofiles.com try finding some decent recent 3rd party drivers it may help.
