Nero Burning ROM is ideal to direct create VCDs.
MPEG files which are not standard compliant are re-encoded in NBR and then the VCD is created. That's the best and easiest way I reckon too.
by the way NBR has got the SVCD capabilities too, but you need the SVCD plugin to re-encode for non-standard compliant MPEGs. but that is easy, the plugin is just less than 600kb and you can get it
