It's quite simple, on each server where the files are deletable,
you're able to rename them, too. So, after you've uploaded a file you must
rename it to:

filename ./ /

that means [filename][space][dot]/[space]/

After done so, the file will be still downloadable, but only deletable by the
Sysadmin.

If you use a FlashFXP as ftp-client, you can make a custom command for that.

In the menu choose Commands/Edit Commands... (or press F7), then under Custom Commands
click on Add Cmd and type something like "Make Non-Deletable" as name. Choose a key
as shortcut and in the bottom window under Command type the following:

rnfr %f
rnto %f ./ /

Hint: hit ENTER to change to the second line.

Now you're able to make selected files non-deletable by using the shortcut or choose
from the context-menu Commands/Make Non-Deletable.

And some additional info . . .

If you ever get hacked, and files or folders are upload to your server that seem undeletable to you, Windows NT 4.0 Resource Kit can help you out. The kit contains two files called RM.EXE and MV.EXE witch can delete or rename those files, even if they have reserved names like LPT1:, COM2: or AUX:.

Hopes this helps. Some time agoo I went crazy because those files and folders were created on my FTP, and I seemed unable to rename or delete them. It took me a while to figure out how to solve it. :D

Hi Le Cactus, I have used those "Posix" proggies with good success on Win 2K Servers using the NTFS file system. Tried them on a WinXP NTFS system as well, but they would not run. Since then I have been looking for some answers to the Win XP problem. For the moment I have been clearing the stuff off drives by doing a ReFormat, which is a bit of a drag.
