Dunno about the US, but here in the UK its very common for phones to sell for free or ridicioulously low prices, but only when purchasing a contract. You end up paying for the phone in your monthly rental, and have to agree to a minimum contract period.

If you want to buy a phone with a pay as you go service, or no monthly contract/rental, you wont get them that cheap ;)
