Well it seems 3789 is RTM but have no official word yet, so keep checking. One think about the 3789 build is the 360 day trial period! that is a long trial. Maybe it is this specific ISO or maybe MS wants to let businesses to start testing and deploy in production more easy, then update license key which removes the timebomb
