Hello there !!!

You need a video card with TV out conector that can come in 2 ways: S Video or RCA - they say you will get the best quality using S video option. For this, your TV needs a S video input.

I am using an NVIDIA GeForce 4 TI 4600 made by MSI and I payed for it arround 300 USD. Anyway there are cheaper alternatives.

Usually in your video card box you will get some cables and adaptors - in this case you can stick to the RCA option - much more common on TV's.

On the software part you will need TV Tool 6.4.8 - this will help you a lot.

For me is working just fine and the quality is very close to DVD standards.

Good luck !!!

Just plug a cable to connect the line-out of your sound card to your tv - if your tv doesn't have rca audio inputs you'll have to make the connection through the scart.

@andru
Radeon 9000 has TV out, too.
