-how many times can a CDRW be rewritten?

-does the quality of the disc (thus the data) degrade when rewritten many times?

Some claim 1000's of cycles, I suspect it's more like 100's. Digital data would not "Exactly" degrade. Eventually the disk would simply stop working. What I "ALWAYS" do is compare the new burned disk to the original disk/files etc. You would be suprised to find that sometimes there are errors. Things are getting better than they used to be, but if it's "important" then its best to "Compare".
