Microsoft released the public beta (http://technologyexpert.blogspot.com...ndidate-1.html) of Windows Vista, RC1, nearly a month ago. On Wednesday they released a beta refresh, but only to those limited 15,000 testers that we've been talking about for oh-so-long: the limited set of beta testers Microsoft has been using.
