Don't know if this is possible, but does ne1 know of any software that will convert .avi or .mpeg to VCD?

Not sure if you meant just 1 program (VD & TMPGEnc are available for free), but this is a tried and true method, albeit long.
1) Launch Virtual Dub (available @ h**p://www.virtualdub.org/)
A) TO AVOID ERROR MESSAGES
- Open AVI
- VIDEO / direct stream copy
- FILE / save as AVI
- will then process

B ) TO SEPARATE AUDIO
Open Avi File you just saved
- AUDIO / full processing mode
- AUDIO / conversion / set @ 44100 hz / ok
- AUDIO / interleaving / leave default / ok
- AUDIO / compression / <no compression (PCM)> ok
- FILE / savewave / save as WAV / will then process

2) Launch TMPGEnc (TemPiggy?) (available @ h**p://www.tmpgenc.net)
A ) TO CONVERT TO MPEG
- VIDEO-CD / NTSC / NEXT
- Browse Video File / Browse Audio / Leave Default / NEXT / NEXT
- Click on [EXPERT]
- Advanced Tab / Video Arranging Method / drop down to - full screen (keep aspect ratio) / OK
- Unknown Media / NEXT
- Output file (Will take 2 hrs+ depending on file size and processor speed)

B ) CUTTING YOUR MPEG (in most cases the movie will be too large to fit on 1 CD)
Again in TEMPGEnc
- FILE / MPEG Tools
- Merge and Cut Tab
- From the drop down menu select MPEG-1 Video CD
- Click On "Add" and open your MPEG
- Click on "Browse" and name your output file
- Next double click on your file / new window will open
- Click on the left marker { to begin cut
- Drag the arrow to find the middle of the movie and find appropriate cut.
- Click the right marker } to end cut / OK/ Run

IN NERO
- down to Video CD / - encoding ? NTSC / - all the rest default
- after hitting the burn button, under the Burn Tab make sure you're set for track at once, not disc at once. After the burn you should have yourself a VCD.

yea!
Nero Burning ROM is ideal to direct create VCDs.
MPEG files which are not standard compliant are re-encoded in NBR and then the VCD is created. That's the best and easiest way I reckon too. :)
by the way NBR has got the SVCD capabilities too, but you need the SVCD plugin to re-encode for non-standard compliant MPEGs. but that is easy, the plugin is just less than 600kb and you can get it :D
