IPs are assigned by your Internet Service Provider. They are either static (never change) or dynamic (change from time to time)

I saw a program that falsifies your IP and randomly changes it. Can't remember where or what though ... if I find it I'll post.

If your ip is dynamic (leased) and changes on occassion, type ipconfig /release at a command prompt. Once the ip is released, type ipconfig /renew . Sometimes you can end up with a new ip addy that way.

Also, with my cable if I leave my PC off for say 12 hours or so and then boot up, my IP changes.

Not every time, but sometimes.
