Program resource editor needed:

I'm taking it from the beginning as I basically don't know what I'm talking about, yet want you to understand the problem: I have a program installed on my computer. It works fine, I like it and I'm intended to keep it. The problem is that the interface is in Japanese. I don't understand anything of it. To use it I'm sitting with a "manual" by my side showing me screenshots of the menus and more with the words in Japanese translated into English. This isn't comfortable.
I would like to have at least the drop down menues translated. I vaguely recall something from a year or possible two back... something about a sort of resource editor that could be used for exactly this purpose.
Is there anyone here that know what application I am after?
