not sure if NES or SNES, but it's one where you're sort of like a spider, and you try to cut across pieces of the background, and when you clear the stage the full background is revealed (usually like hot girls, lol)
but then there's this monster that floats around the screen (one level it's an angry Sun). and if you touch the monster while cutting new areas you die?

guess this is a long shot... but i've been dying to play that game for the past week, lol, and since i dont know the name of it, and trying to find it on the internet is like find a needle in a million haystack without a magnet, well, thought i'd try my luck here.

There are so many different versions of that game you are talking about... One version, if I can remember, was "Qix"... something like that. You had to take over at least 85% of the board to win that round. :)

I am not sure if this helps you, but you may want to do a Google search using "Qix" as one of your search terms.

I've played it, on a pocket pc, and the game called Qix as what SlickVic78 have stated. and its the adult version...

yay, i think i finally found out the exact name, it's called "gals panic"
:) and apparantly it's a series, wohoo

now finding a site with actual download links is another matter :)
there're like 6 games in this series... hehehe
